Two more people are now in custody related to a theft at London's Heathrow Airport in which 21 people sustained injuries by what is thought to be pepper spray, according to police.

A 24-year-old man, was taken into custody in Lambeth for suspected theft and assault and a 23-year-old woman was detained for suspected conspiracy to commit robbery. Both individuals remain in custody, authorities confirmed.

The arrests come after an investigation into an attack at the multi-level parking garage at Terminal 3 this past Sunday. Prior to the attack, two women were robbed of their luggage upon exiting a car park lift.

A toddler aged three was one of the injured in the event. Five people went to hospital for treatment and have since been released.

Officers detained a man in his thirties for suspected robbery and assault near the scene. He was subsequently released pending further inquiries as the investigation proceeds.

Authorities were called at approximately 8:10 in the morning GMT after reports came in regarding several people injured by a noxious substance thought to be an irritant spray.

The assault - an event that authorities stated was a standalone incident and not being treated as terrorism - caused delays to rail services and the temporary shutdown of the Central Terminal Area tunnel and the T3 car park briefly.
